Job Introduction

Salary: £37,563 to £40,444 a year pro rata plus £963 essential car user allowance (subject to criteria)
Hours: 37 hours a week
Contract type: Internal Secondment/Fixed Term for 2 years

This role is available for 2 years. Internal candidates who are permanent employees of Luton Council will be appointed on a secondment basis, while external candidates and other eligible applicants will be appointed on a fixed-term contract for 2 years.

What You’ll be doing 

As the Marsh Farm Neighbourhood Board Support Officer, you will play a pivotal role in supporting the delivery of up to £20 million of Pride in Place investment over the next 10 years, helping to ensure residents remain at the heart of decision-making and neighbourhood transformation. Working within Luton Council’s Inclusive Economy Directorate and directly alongside the MP for Luton North, you will provide comprehensive support to the Chair, Board members and sub-groups of the Marsh Farm Neighbourhood Board. This will include coordinating and attending meetings, preparing agendas and papers, taking minutes, maintaining action logs, undertaking research and monitoring progress against the Board’s work programme. You will also support the planning and delivery of community engagement and consultation activities, booking venues, coordinating events and ensuring residents have meaningful opportunities to shape the future of Marsh Farm. Alongside this, you will support Luton Council in its role as the Accountable Body for the funding, helping to ensure robust governance arrangements, compliance with funding requirements and effective financial monitoring. Supporting the implementation of the Marsh Farm Pride in Place Plan, you will establish and maintain processes for programme monitoring, reporting, evaluation and change management, helping to turn community ambitions into successful, measurable outcomes for the neighbourhood.

What we’re looking for

We’re seeking an enthusiastic and highly organised individual with experience of supporting meetings, partnership working and community engagement activities within a complex stakeholder environment. You’ll have a proven ability to build and maintain effective relationships with a wide range of partners, including local communities, voluntary and public sector organisations, businesses, government departments, elected representatives and MPs. An excellent communicator, you’ll be confident developing and delivering communications, marketing and engagement activities, while effectively consulting, negotiating and influencing stakeholders to achieve positive outcomes. You will be skilled at managing competing priorities, resolving challenges constructively and gaining commitment and cooperation from people at all levels. You’ll also have strong analytical skills, with the ability to interpret complex information, identify trends and produce clear, concise reports, recommendations and performance information to support decision-making. A self-motivated and proactive approach is essential, together with a positive, solution-focused attitude and the ability to work independently when required. Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint and Outlook, is expected, alongside a good understanding of equality, diversity and inclusion principles, and how these can be applied to ensure meaningful engagement with diverse communities.
