Essex County Council are pleased to be supporting Harlow District Council to recruit two temporary Clerk of Works on an initial 12-month basis. Please note that this post requires the successful individual to be based on site for a minimum of 3 days per week.

Harlow is a district of contrasts and an ideal location to both live and work. The town itself is thriving, with excellent shopping and leisure facilities for all ages. We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.

Harlow is an authority with big ambitions. Our Housing capital programme for investment work to occupied homes is in the region of £150m over the next 2 years. We are building a team of high calibre professionals and welcome applications from those with drive and experience who can help us meet the challenge.

The role:

To provide independent Clerk of Works and quality assurance, compliance monitoring and technical inspection services across Harlow Council’s residential refurbishment and FRA programmes. The role ensures works are delivered in accordance with contract documents, statutory requirements, fire safety regulations and best practice, in occupied blocks and houses.

The post is hybrid working combination of office and remote based, but the post holder will be required to visit construction sites on a regular basis to conduct inspections and assessments. This will involve physical activity, such as the use of ladders and other inspection aids.

Key responsibilities:

  • Undertake regular site inspections of major refurbishment and FRA works.
  • Verify compliance with drawings, specifications, Building Regulations and fire safety standards.
  • Maintain detailed inspection records and photographic evidence.
  • Identify defects, non‑conformances and quality risks and report promptly.
  • Review contractor RAMS, sequencing and resident protection measures.
  • Attend site and progress meetings providing technical input.
  • Monitor all works including (but not limited to) fire stopping, compartmentation and life‑safety installations.
  • Liaise with Resident Liaison Officers regarding resident concerns linked to quality or safety.
  • Support Project Managers with technical observations and programme risks.
  • Ensure audit trail suitable for tribunal, leaseholder or regulatory scrutiny; ensure regular reports undertaken
  • Contribute to lessons‑learned and continuous improvement processes.
  • 11) Assist in the production of position statements and/or technical requirements as required.

The experience you will bring:

  • Strong building construction knowledge.
  • Experience in occupied residential refurbishment.
  • Understanding of fire safety and compartmentation.
  • Knowledge of Building Regulations and British Standards.
  • Ability to produce structured technical reports.
