Fostering, Adoption and Kinship Services

 

This is a rare and exciting opportunity to lead a brand-new Specialist Fostering Team at a time of significant investment and ambition within Norfolk’s Fostering Service.

 

We have secured substantial funding to elevate and strengthen our practical and therapeutic offer for children and their foster families. We are now looking for an experienced, values‑driven Team Manager to design, develop and lead this innovative team from the outset.

 

The Specialist Fostering Team will play a key role in supporting foster carers of all levels of experience and skill sets, specialising in a variety of contexts, including those who benefit from enhanced and specialist fostering support. You will lead a multidisciplinary team including specialist Supervising Social Workers, Carer Support Workers, an Occupational Therapy Assistant Practitioner and a Mockingbird Liaison Officer, ensuring carers receive proactive, relationship‑based and trauma‑informed support tailored to each child’s needs.

 

A core part of the role is embedding and developing specialist models of practice, including Community of Practice hubs for carers of children with disabilities and adolescents, the Mockingbird programme, Consultant Foster Carers, enhanced matching processes for carers of children with disabilities and additional needs, and peer‑led support networks. This work will strengthen stability for children, reduce isolation for foster carers and build confident, connected fostering families.

This role offers genuine scope to shape practice, influence service development and lead innovation, while maintaining a strong focus on quality, safeguarding and outcomes. You will work closely with partners across Children’s Services and beyond, contributing to local sufficiency priorities and our shared ambition for children to flourish within their foster families.
