Senior Building Safety Officer

Luton Borough Council

£50,269 – £53,460 a year plus £3,203 car benefit allowance

22/12/2025

Salary: £50,269 – £53,460 a year plus £3,203 car benefit allowance
Hours per week: 37
Contract type: Permanent

As Senior Building Safety Officer, you will play a pivotal role in ensuring the safety of residential buildings across the Council’s housing stock. Working closely with the Principal Accountable Person (PAP), Responsible Persons, and the Housing Asset Manager, you will provide leadership and coordination for building safety activities in line with the Building Safety Act 2022, Fire Safety Act 2021, and other statutory and internal safety frameworks.

Your work will directly influence the quality and integrity of building safety case reports and assurance certificates, particularly across high-rise and sheltered housing schemes. You’ll be responsible for maintaining the ‘Golden Thread’ of information and will act as a key liaison with tenants, residents’ associations, contractors, regulators, and the Fire Service to ensure a collaborative and transparent approach to building safety.

This is a varied and strategic role that combines operational oversight, resident engagement, compliance monitoring, and emergency preparedness. You will support the delivery of essential training and help embed a culture of safety across housing services, contributing to the overall effectiveness of the Building Safety Committee and the wider Housing Management Team.

Please note this role does not attract sponsorship.

You are a knowledgeable and proactive health and safety professional with at least three years’ experience advising on health and safety matters, ideally within a residential or built environment context. You’ll bring strong expertise in risk assessment, incident investigation, fire safety, and compliance frameworks, coupled with a good understanding of building construction, hazards, and operational safety practices.

A confident communicator and trusted advisor, you can influence and support a wide range of stakeholders—from residents and housing staff to senior management and external agencies such as the Building Safety Regulator and Fire Service. You’ll be someone who thrives on complexity, with the ability to analyse issues, propose solutions, and see projects through to completion.

Holding a NEBOSH Level 3 Diploma (or equivalent) and preferably professional membership (e.g., IOSH, IIRSM, CIOB), you understand the value of continuous professional development and keeping ahead of legislative changes. With a hands-on, visible presence across housing stock, you’ll be physically capable of inspecting all areas of buildings and ready to respond flexibly, including outside normal hours, when needed.

If you’re passionate about building safety and want to make a real difference in social housing, we’d love to hear from you.
