About the Role
Norfolk County Council is seeking an experienced Oracle EPM Product Owner to lead and evolve the Finance and Accounting elements of our myOracle service, a critical Oracle Cloud platform underpinning our corporate operations.
As Product Owner, you will be the lead authority for your Oracle EPM product area, responsible for driving innovation, assuring quality, and maximising benefits from the Oracle Cloud roadmap. Working at the heart of the organisation, you will partner with Finance, Digital, and external suppliers to deliver modern, scalable, and insight‑driven solutions that support both operational and statutory requirements.
About myOracle
myOracle is Norfolk County Council’s integrated Oracle Cloud solution for Finance and HR, supporting over 20,000 staff and a wide range of traded customers and suppliers. The platform is central to the council’s transformation ambitions, continuously evolving through quarterly Oracle updates, intelligent automation, analytics, and emerging technologies.
Key Responsibilities
- Own and lead the Oracle EPM product area within myOracle, ensuring alignment to organisational strategy and Oracle Cloud design principles
- Drive innovation, continuous improvement, and benefits realisation across finance and accounting business processes
- Lead the design of system configuration, business processes, and change interventions to deliver effective, compliant solutions
- Act as the senior point of contact for stakeholders, building strong relationships and ensuring business needs are clearly understood and prioritised
- Manage delivery partners, ensuring high-quality configuration, implementation, and ongoing support
- Oversee testing of functionality, data quality, and analytics to maintain a robust live service
- Lead and support product developers, functional specialists, business analysts, and subject matter experts within your scope
- Ensure data and analytics requirements are embedded into solution design, working closely with Insight & Analytics teams
- Lead the implementation and release of new Oracle functionality into live operational use

Knowledge & Experience
Essential:
- Proven experience working with ERP systems, ideally Oracle Cloud / Oracle EPM
- A successful track record of owning or leading digital products or system capabilities
Desirable:
- Experience working in a political or public sector organisation
- Exposure to large, complex, multi-stakeholder environments
Qualifications
- Level 3 qualification or equivalent experience in a relevant field (essential)
- Degree-level qualification in IT or a related discipline (desirable)
- Membership of a relevant professional body (desirable)
