At Luton Borough Council, we are committed to ensuring that children and young people with Special Educational Needs and Disabilities (SEND) receive the right support at the right time. As an EHCP Coordinator, you will play a central role in delivering high-quality, legally compliant Education, Health and Care Plans (EHCPs) that are outcomes-focused and centred on the child or young person.

You will act as a first point of contact for the SEND Assessment Service, providing clear, accurate and timely information to parents, carers, schools and professionals. This will include responding to queries with professionalism, empathy and sound judgement — particularly where families may be distressed or require sensitive support.

A key part of the role is coordinating and overseeing the statutory Education, Health and Care Needs Assessment (EHCNA) process, ensuring all legal timeframes are met in line with the SEND Code of Practice 2015. You will monitor a defined caseload of children and young people with EHCPs, reviewing progress, amending plans following annual reviews, and managing requests for reassessments, placement changes or amendments to provision.

Working collaboratively with colleagues across education, health, social care and the voluntary sector, you will draft and finalise high-quality, needs-led EHCPs that clearly set out aspirations, outcomes and provision. You will present cases at Local Authority moderation panels, represent SEND Services at annual reviews, and chair or attend multi-agency meetings where required.

The role also involves proactive case management, including responding to complaints or mediation requests with a solution-focused and restorative approach. You will contribute to effective performance monitoring, escalate any process concerns appropriately, and support timely phase transfers and post-16 transition planning — ensuring statutory deadlines are met and families are informed of their legal rights.

Strong organisational skills and attention to detail are essential. You will maintain accurate and secure records, update Local Authority databases, and ensure all administrative and quality assurance processes are completed to a high standard.

You will bring experience of working within statutory Special Educational Needs processes, with a strong understanding of SEND legislation and the Education, Health and Care Needs Assessment (EHCNA) process. Your knowledge will include awareness of relevant legislation such as the Education Act 1996 and the Children and Families Act 2014, alongside practical application of the SEND Code of Practice 2015.

You will have demonstrable experience of responding to enquiries from parents, carers, schools and professionals in an empathetic, professional and solution-focused manner — both verbally and in writing. You understand the importance of clear communication, particularly when supporting families who may be anxious or distressed, and are able to explain complex information in an accessible and sensitive way.

Highly organised and self-motivated, you are able to work on your own initiative, manage a varied caseload and prioritise effectively to meet competing deadlines and statutory timescales. You are confident facilitating, arranging and accurately recording meetings, and can provide advice to schools and members of the public in a polite, tactful and diplomatic way.

You are comfortable interpreting procedures and guidance, assimilating complex information and applying it appropriately in practice. Your written communication skills are strong, enabling you to produce high-quality case records and detailed, outcomes-focused EHCPs.

You will have well-developed IT skills, including the ability to produce complex documents, maintain accurate databases, and create Excel spreadsheets and PowerPoint presentations. Accuracy and attention to detail are essential strengths.

Relationship-building is key to this role. You will demonstrate excellent interpersonal skills and the ability to work collaboratively with a wide range of stakeholders across education, health and care services.

You will also have a clear understanding of equality, diversity and inclusion, including what constitutes discrimination in the workplace and the principles of Equal Opportunities.

You will be educated to A Level standard (or equivalent) to support high-quality case recording and documentation, and ideally hold a Level 3 Business Administration qualification (or equivalent experience). A word processing qualification or equivalent practical experience is desirable.

Finally, you will be flexible and willing to adapt your working arrangements to meet the needs and demands of the service.
