Role 1 – Communications Advisor (Programme Communications)

Purpose: Deliver communications that support the Families First Programme, ensuring clear, consistent and timely messaging across all workstreams.

Key responsibilities

• Develop and deliver the Families First Communications Plan.
• Produce high-quality communications materials, including briefings, newsletters, presentations, FAQs and staff updates.
• Create and maintain digital content for programme communication channels, including intranet pages, web content and other approved digital platforms.
• Coordinate internal communications across programme workstreams.
• Develop communications to support programme pilots and implementation.
• Ensure consistent messaging and branding across all programme communications.
• Prepare communication products for programme boards, managers and staff.
• Support the communications requirements for engagement events, workshops and stakeholder sessions by producing promotional materials, presentations and follow-up communications (event planning and logistics to be led by programme teams).
• Liaise with Corporate Communications where wider corporate communications support is required.

Role 2 – Communications Advisor (Engagement & Change)

Purpose: Lead stakeholder engagement communications to support implementation of the Families First reforms.

Key responsibilities

• Develop and coordinate the Families First Engagement Plan.
• Coordinate communications to support workforce, partner and stakeholder engagement.
• Produce digital and printed communications to support engagement activities, consultations and service change.
• Develop stakeholder communication plans for programme workstreams.
• Support programme teams with the communications aspects of engagement events and workshops, including invitations, briefings, presentations and follow-up communications (event management and delivery to be undertaken by programme leads).
• Gather and analyse stakeholder feedback to inform communications and engagement activity.
• Support change communications to help services understand and adopt new ways of working.
• Work collaboratively with Programme Managers and Corporate Communications to ensure communications and engagement activity is coordinated and effective.

Role 3 – Communications Advisor (Highways)

Highways is one of the Council’s most visible services and remains a significant priority for our communities. It is also a significant reputational risk area, given our aging (and for many years underfunded) highways network.

At the direction of Council Leaders, £60 million additional local investment has been made into highways maintenance and resurfacing on top of over £30m government road repair funding since 2024. This work provides an important opportunity to show residents how the Council is responding to resident and businesses concerns, which have increased significantly since winter 2025/26.

Driving Change will provide a clear campaign for communicating highways maintenance and investment work. It will demonstrate that highways is a key statutory Council priority, show visible progress and help communities understand what is happening in their local area.

A dedicated SO1 Communications Adviser is needed to increase tactical communication messaging and outputs by producing a consistent flow of compelling content. The role will identify strong stories from across the highways programme and turn technical information, delivery updates and community feedback into clear and engaging communication pieces.

The adviser will work across social media, web, newsletters, media, internal communications and Member channels. Content will include written stories, photography, short videos, graphics, interviews and before and after examples of completed highways work.

A particular focus will be hyperlocal communications. The role will create content about individual roads, streets, villages, towns and wards, helping residents see how investment is making a difference in their own communities feeding back how the Council has listened and acted.

This dedicated capacity will make highways activity more visible, strengthen public understanding and support confidence in the Council’s approach. It will also enable communications to be better planned, targeted and more proactive. Additionally, it will also help with the timeliness of our outputs by enabling comms outputs to be more closely aligned with service delivery works.
