Luton Council is seeking a committed and proactive Mobile Home and Traveller Site Officer to act as the single point of contact for all matters relating to the Mobile Home and Traveller community across the borough.

This is a rewarding and varied specialist role where no two days are the same. You will work closely with residents, partner agencies and stakeholders to ensure the effective management of council traveller sites, support community cohesion and help the council meet its legal and statutory obligations.

As the Mobile Home and Traveller Site Officer, you will lead on the day-to-day management of council mobile home and traveller sites, ensuring they are safe, well maintained and effectively managed for residents and visitors alike.

You will:

  • Manage site licences, communal areas and ensure sites are clean, safe and maintained to required standards
  • Oversee the fair allocation of plots and act as a key liaison between the council and the Traveller community
  • Coordinate the council’s response to unauthorised encampments, including welfare assessments, site visits and legal evidence preparation
  • Provide advice and guidance to private landowners and stakeholders regarding encampments on private land
  • Support residents with tenancy sustainment, welfare issues and neighbourhood management matters
  • Build positive relationships with residents, communities, internal services and external agencies
  • Deliver awareness raising and engagement initiatives to support inclusion and equality

We are looking for someone with substantial housing management experience and a strong understanding of the challenges and opportunities within Mobile Home and Traveller services.

You will have:

  • Experience within the housing sector, ideally managing Mobile Home, Gypsy and Traveller services or sites
  • Strong knowledge of housing management practices including allocations, tenancy management, anti-social behaviour and void management
  • Experience working within complex administrative and tenancy management systems
  • Excellent communication and interpersonal skills with the ability to influence, negotiate and build trust with a wide range of people
  • The ability to manage sensitive and challenging situations calmly and professionally
  • Knowledge of housing legislation, welfare reform, tenancy sustainment and related regulations
  • A strong commitment to equality, diversity and inclusion, particularly within Housing Services
  • The ability to analyse data, manage resources and work effectively to deadlines and targets
  • Membership of the Chartered Institute of Housing (CIH), equivalent qualification or relevant equivalent experience

Additional Requirements

  • Ability to attend meetings and respond to emergencies outside normal office hours, including weekends
  • Full driving licence, business insurance and access to a vehicle, or the ability to travel across Luton and surrounding areas
