Local Inclusion Support Offer (LISO) Navigator

Apply Now

Luton Borough Council

£47,181 – £50,269 a year plus £3,203 car benefit allowance

12/12/2025

Salary: £47,181 – £50,269 a year plus £3,203 car benefit allowance
Hours per week: 37
Contract type: Fixed Term/Secondment till August 2026

This position is available as a secondment opportunity until August 2026. You must have written approval from your manager prior to applying. An email will suffice.

We’re looking for an enthusiastic and proactive Local Inclusion Support Offer (LISO) Navigator to join our team. This pivotal role will coordinate and facilitate access to the Partnership’s Local Inclusion Support Offer, ensuring that schools and settings receive timely, targeted, and effective support to strengthen inclusive practice across a local partnership  area.

As a LISO Navigator, you’ll work at the heart of our collective efforts to build an inclusive education system where every child and young person can thrive. You’ll act as a bridge between schools, services, and partners – helping to identify needs early, connect the right people, and ensure the support provided truly makes a difference.

What You’ll Do

  • Coordinate and oversee access to the Local Inclusion Support Offer for schools and early years settings.
  • Ensure support is delivered in a timely and targeted way to promote inclusion and positive outcomes for all learners.
  • Work collaboratively with partners to embed the aims of the SEND and Alternative Provision (AP) Change Programme, with a focus on:
    • Early intervention and prevention
    • Workforce development and capacity building
    • Co-production with children, young people, families, and professionals
  • Support schools and settings to strengthen inclusive practice and reduce the need for escalation to statutory processes.
  • Gather feedback and share learning to continuously improve the offer.

You’ll have experience in SEND, inclusion, or school improvement, with a strong understanding of inclusive education and multi-agency working. A skilled communicator, you can convey complex information clearly and sensitively to parents, schools, and professionals across education, health, and social care.

You build trusted relationships that promote collaboration, trust, and shared purpose, and you’re confident in coordinating support and managing competing priorities effectively. Creative and solution-focused, you apply sound judgement and initiative to achieve inclusive outcomes for children and young people with SEND.

You’ll bring experience in interpreting and presenting complex information, a reflective and evidence-informed approach to practice, and a solid understanding of the local SEND and Inclusion Framework. Educated to degree level or equivalent, your adept at facilitating and brokering effective solutions that deliver positive, lasting impact.

Our ambitious Luton 2040 Vision – that no-one in Luton will have to live in poverty – is at the heart of everything we do. We recognise that our people are remarkable, talented, committed and passionate about serving our residents.

The people of Luton depend heavily on this council – and that means our workforce! Are you ready to realise the remarkable and help us deliver our vision?

We welcome applications from all sections of the community and are committed to developing a workforce that reflects the diversity of our borough
